There are some complete AR15 build kits that come not just with parts for uppers, but for lowers as well. The thing is, most AR15 build kits, even complete kits, do not come with a lower.
This is because the ATF regulates the lower as the actual firearm itself. Lower receivers are serialized and require an FFL transfer. Therefore, even if you start with a complete AR15 build kit, you will need to get a lower to complete the build.
